Sewer Line Repair & Replacement in Howland

Howland Township is the suburban ring east of Warren, with 1950s ranches, 1970s colonials, and newer plats along Route 46 and Route 82. Its laterals are clay in the older streets and PVC in the newer ones, and the camera usually finds roots in the clay, a belly in the PVC, and a joint rocked loose by frost.

Suburban Warren, built in layers

Howland Township wraps around the east side of Warren, and it developed in rings as the city's workforce moved outward. The ranches and Cape Cods off East Market Street and North Road near the Warren line date from the 1950s, the colonials in the plats off Route 46 and Howland-Wilson Road from the 1960s and 1970s, and the larger homes and cul-de-sacs toward Route 82 and the Niles-Cortland Road corridor from the 1980s through the 2000s. The 1950s streets have vitrified clay laterals in short jointed lengths, with a chance of Orangeburg in the earliest builds. The plats from the mid-1970s on have PVC. Cast iron runs through the foundation in the older homes.

A few of the farmhouses and large-lot homes along the older roads were on septic until county sewers reached them, and those tie-ins can hold mixed materials.

Wet till, frost, and mature trees

Howland sits on glacial till with heavy clay, flat and slow to drain, with the water table rising close to the surface in spring, especially in the plats near Mosquito Creek and the smaller drainage ways. Trenches backfilled with that till settle, and a PVC lateral laid in it sags into bellies. In the clay laterals the swelling and shrinking of the soil works the joints open, and frost to roughly three feet heaves the run nearest the house every winter, cracking bells and rocking couplings loose.

The street trees planted in the 1950s and 1960s plats, mostly silver maples, pin oaks, and sycamores, are now mature, and their roots find any joint that weeps. In the older streets the camera shows roots at most joints; in the PVC plats the entry point is usually one separated joint or a transition coupling from a past repair. Howland's sanitary sewers are separate from storm drainage, so a basement backup is usually a lateral problem, though leaky laterals across a plat can overload the county main in a wet spring.

Matching the fix to the pipe

For the clay laterals in the 1950s streets, cured-in-place lining is the standard fix. After a camera inspection and hydro jetting, an epoxy-saturated felt liner is inverted from the basement cleanout and cured with hot water, steam, or UV. The joints are sealed, the groundwater stops, and the roots are locked out. For a PVC lateral with one separated joint or a cracked coupling, a sectional point repair cured over that spot is quicker and cheaper than a full liner.

Pipe bursting is needed when a belly holds standing water, when a clay section has collapsed, or when an offset stops the camera. The bursting head is pulled from a pit near the main to a pit at the house while fused HDPE follows, and it can upsize the lateral for a home with a finished basement and added fixtures. A shallow belly that drains between uses can sometimes be lived with; a deep one that holds water is a bursting job.

Permits through the county sanitary engineer

Because Howland is a township, the sanitary sewers are operated by the Trumbull County Sanitary Engineer, which issues the permit for lateral work and sends its own inspector. For a liner, the inspector reviews the post-cure video; for bursting, the inspector sees the new connection before the pits are backfilled. The county prohibits tying downspouts, sump pumps, and footer drains into the sanitary lateral. Opening a township road needs a permit from the township, and a state route or county road needs one from the agency that maintains it.

In most communities the owner's responsibility runs to the main. Ask the installer to confirm the connection point for your plat and to include the permit and inspection in the quote.

What to expect and how to choose a crew

A point repair is a few hours with drains off. A full liner takes a day: jetting, filming, wet-out, cure, reinstatement of branch lines, and a final video. A bursting crew brings an excavator for the pits, a pulling rig, and a pump in a wet season, with a second day to restore the lawn.

Each bid should state the method, the measured footage, the liner thickness or HDPE size, and what happens if the camera finds a surprise. To compare installers whose training and insurance have been verified, find a verified CIPP contractor and ask for a reference from a Howland plat of similar age. A contractor who works regularly with the county sanitary engineer's inspectors will know exactly what video they want to see.

Sewer Line Repair & Replacement in Howland

When repair means replacement

Some lines cannot be lined: collapsed runs, long bellies, undersized laterals, or pipe so deteriorated there is nothing left to bond to. Replacement does not have to mean a trench. Pipe bursting replaces the whole run through two small pits. A spot excavation replaces a short failed section where the camera has marked it. Open trenching is the last resort, reserved for lines that cannot be reached any other way.

Deciding between the options

The camera inspection and a utility locate answer the questions that matter: how much of the line has failed, how deep it is, what crosses it, and what sits on top of it. A collapsed section under open lawn may be cheapest to dig. The same collapse under a driveway, a slab or a street is a bursting job. A single crushed joint is a point repair, not a replacement.

What the new pipe is

Bursted lines are fused HDPE, jointless and root-proof, rated for well over 50 years. Spot replacements are usually PVC with shielded couplings to the existing pipe. Either way you should receive footage of the finished line and a written warranty.

Permits, the street connection and the city

Replacing a lateral is permitted work everywhere, and any pit in the sidewalk or street needs a right-of-way permit and restoration to city standards. Where the connection at the main is replaced, the city inspects it before the pit closes. The contractor should handle all of it and say so in the quote.

Questions we hear in Howland

Who maintains the lateral in Howland Township?+

In Howland, the property owner is responsible for the lateral from the house to the connection at the main, as in most Ohio communities. The sanitary mains in the township are maintained by the Trumbull County Sanitary Engineer, which issues the permit and inspects the work. Confirm the connection point for your plat with that office.

Why does my 1980s PVC lateral have a belly?+

Howland's subdivisions were built on wet glacial till, and trenches backfilled with it settle unevenly over the years. The pipe follows the fill down, leaving a sag where water stands and solids drop out. A camera shows the depth of the belly, which decides whether it can be lived with or must be burst.

Lining, point repair, or bursting?+

A clay lateral with roots at most joints is lined full length. One separated PVC joint is a sectional point repair. A belly deep enough to hold water or a collapsed section needs pipe bursting, since a liner takes the shape of whatever it is installed in.

How much of my yard will be dug?+

Lining and point repairs work from a cleanout and leave the lawn and driveway alone. Bursting needs a pit at the foundation and one near the main, usually in the front lawn and the tree lawn. The crew plates the pits overnight and restores the surface afterward.

How long does a Howland sewer repair take and what will it cost?+

Point repairs are a few hours, lining is a day, and bursting runs one to two days with restoration. Price depends on footage, depth, groundwater, the number of branches, and road work. Get a camera inspection and compare written scopes on the same method. Estimates are free; call now.
